M3U / M3U8 Converter: Encoding, Line Endings and Single Stream Lists

M3U and M3U8 are the same list format; the difference is only the extension and character encoding (M3U8 = UTF-8). Some players read lists with accented characters correctly only as UTF-8 (with or without BOM).
